Real reason for house shortage

That means that there was enough land available but houses simply aren’t being built fast enough.

Hide AdAccording to the figures in the article, RDC is 940 houses behind schedule or, using the other figure of 4.6 years instead of five, about five months supply, which is 139 houses. Well, I’m really confused now.
So, what is the real reason for RDC to relax development boundaries?
Could this have anything to do with the upcoming auction of RDC land parcels?
